Four Black employees of the Baltimore City Fire Department brought individual suits as a result of racial discrimination with the fire department.

Many of the correspondence is a series of letters between Carl Murphy and fire chiefs of fire departments in multiple states regarding the amount of Black firefighters they have in their department. Many of the records relates to discrimination within fire departments across the United States.
